Herta Space Station Leader Pack
Adds a new civilization, Herta Space Station, and two leaders, Herta and Asta, from Honkai: Star Rail.
Recommended to use with Workable 4th Ring for a better experience.

It Can Still Be Optimized
Upon founding a city, grant a "Puppet" unit. Can research Technologies without meeting prerequisites (excluding Future Tech and unrevealed Technologies). After unlocking Code of Laws, can research Civics without meeting prerequisites (excluding Future Civics and unrevealed Civics).
Planetary Rendezvous
Begin the game with 500 Gold. Can purchase districts with gold. Can spend 2 times required Science or 3 times required Culture in Gold to unlock Technologies or Civics. Has a 15% discount on purchases with Gold after unlocking Astrology, with an additional 20% discount after unlocking Astronomy.
Space Sealing Station
Newly constructed districts trigger a Culture Bomb. Level 1 buildings in Specialty Districts gain 1 Great Work slot of any type, but Specialty Districts cannot receive adjacency bonuses from adjacent districts. Each Great Work grants +0.5 Science and +0.5 Production per population in the city.
Puppet
Herta Space Station unique support unit with a unique Promotion tree. When stationed in the City Center, the city gains the effects of all the unit’s promotions. Can be captured by enemies. Starts with one promotion. When a Specialty District is completed, one Puppet stationed in the City Center of that city gains a promotion level.
Special Purpose Lab
A building unique to Herta Space Station that replaces Research Lab. It has a lower cost, unlocks earlier, and provides double yields but requires more Power. +1 Great Work slot (holds any type), +3 Housing. When Powered, each Great Work in this city has double yield of Culture.
Railway Platform
Unlocks the Builder ability to construct a Railway Platform, unique to Herta Space Station.+1 Production, +2 Gold. Gains an additional +1 Production and +2 Gold for each adjacent District. For every 5 population in the city, it provides an additional +1 Production and +2 Gold (up to a maximum of 2 times). Upon completion, it triggers a Culture Bomb on adjacent tiles and creates Classical Roads. After unlocking Flight, units can teleport between Railway Platforms. Can be built on Floodplains. Cannot be built adjacent to another Railway Platform.
- Great Works acquired through deals with AI do not immediately trigger the civilization ability. They must be moved between slots to take effect. Great Works created by the player are not affected by this issue.
- Not compatible with Policy Change Reminder for now.

Author’s Personal Note: This project took almost a year from initiation to release due to various reasons. Many original designs were scrapped and redone, such as the removal of the "Simulated Universe" Scored Competition and the redesign of cooooooool abilities (LOL).
