通过1个决议触发事件菜单，简单地进行五项资源互相转换
其中威望和虔诚无损互换
而金钱与威望或虔诚为有损互换
宗族威望和牧群只能使用威望和虔诚兑换

写了个简单的事件，不会再堆积六个决议了
