行政制封臣的契约与独立(Contracts and Independence of Administrative Bannermen)

本mod现在仍然拥有的功能：
- 行政制封臣的契约面板里增加了授予宣战权等三种许可，其中手动授予宣战权可使该总督在任何法律等级下仍可对外宣战，其他两种为内阁请求权与被剥夺头衔保护权
- 行政制帝国可以正常准许非法理行政制封臣独立
本mod功能非常简洁明了，因此请不要提出任何看下上面的说明或开一局游戏就能搞清楚的问题，若在游戏中发现了确定为此mod造成的问题再来询问
In this official update, the same effects as the following have been updated to the official version, these have been removed from this mod:
- The effect of prohibiting the declaration of war for Tier 3 and Tier 4 monarchical powers will now work properly for administrative bannermen
- Tier 3 and Tier 4 Sovereignty will prevent bannermen from using the Border Dispute and Combined Viceroy Jurisdictions stratagems.
Features that this mod still has now:
- Three types of licenses have been added to the deeds panel of administrative bannermen, including the granting of the right to declare war, which manually grants the governor the right to declare war despite any legal level, and the other two being the right to request a cabinet and the right to be stripped of title protection.
- An administrative empire may normally grant independence to non-legal administrative bannermen.
