Using illegal means to gain money and power, the Shadow Syndicate

This mod necessarily requires Rise and Fall and Gathering Storm

Promotions
  • Associate:
    Unlocked by looting a Barbarian Camp. Unlocks the Hideout.
    Gains +25% loot when pillaging and Pillaging only costs 1 Movement point.
    Gains +1 level of Diplomatic Visibility with every encountered civilization.
    Bonus gold equal to 50% of the strength of each combat unit killed if your unit is within 6 tiles of a city with Hideout
  • Caporegime:
    Unlocked in Medieval Era. Grants +1 Spy Capacity and all spies Siphon Funds as if 1 levels more experienced.
    Gain +50% Extra Yields from pillaging .
    +1 of gold and food from each of your Envoy at city-states and +5 of gold and food from each Delegation or Embassy from a foreign civilization through diplomacy.
    Patronage of Great People costs 25% less gold.
    Gains gold when complete buildings if the city has a Hideout
  • Consigliere:
    Unlocked in Industrial Era. Grants +1 Spy Capacity and all spies Foment Unrest as if 1 levels more experienced.
    Gain +75% Extra Yields from pillaging.
    International Trade Routes receive 50% more gold and cause tourist pressure in the destination city.
    Enemy spies in cities with Hideout operate at 2 levels below normal
  • Boss:
    Unlocked in Atomic Era. Gain +1 Spy Capacity and all spies Neutralize Governor as if 1 levels more experienced.
    Gains +100% loot when pillaging.
    Receive 50% of a project”s cost in gold when completing a project.
    Cities with Hideout with an established Governor receive 10% Gold for each promotion that Governor has
Hideout

Unique to the Shadow Syndicate, does not replace anything, constructed in the city center. +1 slot for a Great Work (any type), Generates loyalty pressure in cities up to 9 tiles away.+0.2 Yields per Population if the city has the corresponding specialized District
