Changelog

Flat development set to 2/2/2.
Max % idea split set to 34%, so you have to use 1 of each category.
Enabled most spy actions.
Enabled alliances at -200 relations.
Custom setup now has 2 base colonists.
Idea overstacking penalty now starts at 34% instead of 50.
Updated Client state ideas to be stronger. Client states can be created overseas.
Marches now contribute 40% of their land & naval force limit and manpower/sailors to their overlord. Marches can now be 40% of their overlords development, with a maximum of 400 development.
Scutage of a vassal now grants 100% of the tax income. Vassals contribute 40% of naval forcelimit and sailors.
Rearranged influence and diplomatic ideas. Both now grants client states, diplo has a focus on economy and loyalty, influence has a focus on warfare.
Condottieri increased to 100 regiments.
Trade good is assigned at 200 population.
Reduced amount of map discovered at start.
Increased reform gain on Court Ideas.
Buffed Court ideas with +1 to maximum land leader shock and fire, as well as leader cost reduction and army tradition decay.
Administrative ideas now has buff to manpower and development in own/primary culture, and culture conversion cost reduction.
Humanist has a buff to manpower in accepted provinces and development cost.
Naval has been reworked to be less dominant navally and offer more land/trade bonuses.
Marines have no penalty now, better assault fort ability and lower manpower cost.
Mercenary base manpower nerfed from 2 regiment manpower per regiment to 1 per regiment, to better line up with professional armies.
Maintenance increase from tech has been doubled for land, naval and mercenary maintenance.
Defender of the faith will always provide morale bonuses.
All religious groups can now have a defender of their faith.
Higher levels of defender of the faith will grant missionary strength scaling up to 2%.

Custom ideas changes:
Trade goods idea reduced to 0.1 – 0.4, cost has been rebalanced
Infantry shock and fire rescaled and added a second level
Cavalry shock and fire rescaled and added a second level
Manpower recover speed scales with 7.5% instead of 5
National manpower scales with 10% instead of 7.5
Fort defense scales with 7.5% instead of 5
Siege ability scales with 7.5% instead of 5
Fort maintenance scales with 7.5% instead of 5
Changed points gained by state pacifism to 10 instead of 100
Increased dice roll +1 idea costs by 5
Decreased dice roll in capital terrain cost by 20

Trade goods enabled for more regions and spawn chances rebalanced
