Assorted Migration Fixes
Fixes the remaining migration bugs that have gone unaddressed since 1.6 introduced cultural communities.
Having a large amount of pops no longer prevents migration. (Your 2M unemployed pops now migrate instead of deciding to starve.)
Fixes the game failing to generate a cultural community for your primary culture. Unincorporated states now always have a size 0 pop of your primary culture. This allows your primary culture to migrate without a cultural community. (The cultural community is created automatically once the first pop arrives.)
Incorporated states now always have at least one pop of your primary culture. This forcefully creates the cultural community if pops are still refusing to migrate for other reasons.
(Also works correctly if you have more than one primary culture or if primary cultures are added/removed during the game.)
If the state is isolated or an abandoned colony it is skipped.
Achievement Compatible.
Applies automatically to games started after installing the mod. If you want to enable it on an existing save open up the console and run:
effect trigger_event = { id = migration_fixes.1 }
