Viper’s Proficiency Hacker Class

This class is designed to function as a scaling DPS unit. Their "Power Surge" perk allows them to deal additional damage based on Hack value which means if you have a mod like Hacking Plus, you can potentially deal a LOT of damage in the later game.
This class uses a 3-weapon system (Smart Rifle, Gremlin, Arcthrower). In other words, Pistol Slot 2.0 allows you to equip anything you would like, so I took the liberty of equipping a 2nd secondary weapon and assigning perks to use both! This will be the principle for future classes.
- This is one of many proficiency type classes I will be creating for a new "Viper Class Pack."
