WotC: "Increase Combat Intelligence" for everyone
There are covert actions that allow you to improve combat intelligence for soldiers… except for hero classes, who ironically need them the most.
This mod allows resistance heroes on these, so you don’t have to burn your Skirmisher when he doesn’t have good combat intelligence.
