Description:

Updated for Giant Kings patch. With magelocks being reworked, I no longer change them in my mod.

Changelog:
Harriers -> Become optional cavalry.
Overseer -> Gains an ability to summon Observer for 3 turns
Suppressing Barage -> Immobilize chance goes from 30% to 60% and the cost decreases from 15/20 to 10/15.
Designate Target -> Cost decrease 15/20 -> 5/10.
War Spoils -> Can be gained at 20% rate by killing marauder and neutral units.

I made these changes because it makes the culture play significantly more smoothly, as well as buffing some of the underrepresented parts of the culture, such as their horrid spells and lack of early game war spoils gain, or overseers being a very bland unit with abilities so specialized, that if you can’t use subdue, you spend most of your turns using basic attack. Or Observers being a greatly thought out unit, than never sees combat because why would you bring an Observer to a fight?

Needless to say, Reavers are at a much better spot after the patches than they were on release, but I believe that with some of these changes they will gain a lot of much needed spice that makes them play better than ever!
