Kuo-Toa Cult
The Kuo-Toa are a reclusive Deep One sect that are at once extremely powerful and extremely gullible. If properly manipulated, they can create and invoke lesser gods that can reshape an entire continent to further your schemes until they inevitably lose interest and move on to something else.
Makeshift Gods:
The Kuo-Toa will mind their own business until you slip them an item from an agent’s inventory. When you do, the Kuo-Toa will worship it as an idol of a new dark god, bringing that god into existence as they do so. Every item in the game has its own unique god that can radically change the game’s mechanics in the surrounding region.
Fickle Loyalties:
Over time, active Kuo-Toa will attract the attention of heroes, who will seek to storm their sanctrum and destroy their idol. The Kuo-Toa will find such a thing very impressive, and will create a new god based on the hero’s skills and background. This god will interfere with your schemes until the hero it’s based on is destroyed or recruited, after which the Kuo-Toa will remain godless until you give them a new idol.
