According to Procopius’s records, soldiers in Belisarius’ expedition were Foederati handpicked by Emperor Justinian, and then they started their journey from Constantinople. So we believe that the African expeditionary force led by Belisarius was drawn from two central field armies (Praesentalis) which were stationing near the Capital. Therefore, we tend to surmise that the ‘Foederati’ mentioned by Procopius are ‘Auxilii Palatini’ under the command of Magister militium praesentalis I & II in Notitia Dignitatum.
