Construct holdings in any order
This mod removes the need for holdings with multiple baronies to have a Castle, City and Temple Holding.
This allows you to build only Castles or only Cities/Temples on your counties.
You still need the associated Innovation to Build the Holding
The only change I have made is adding the old mod to the new government types file – I have left tribal and nomad’s "required holdings" the same, since I’m not sure what wacky wanky situations will happen if I comment those out too. Change at your own risk.
