Administrative Snowballing Tweaks
This mod is aimed at hopefully curbing the ease with which the Roman Empire thrives and expands when it ought to be struggling.
Adjustments to Administrative Government
- The base influence cost of calling upon someone else’s title Man-at-Arms has been raised from 100 to 500 influence. Additionally, most of the conditional discounts (e.g. fighting a defensive war) have been reduced significantly (now only 20% instead of 75%)
- Military governors no longer get an additional 2 title Man-at-Arms
- Naval governors’ coastal advantage decreased to 2 (from 10)
- Naval governors now suffer from the disembark advantage penalty like everyone else (not suffering the -30 on disembark is an insane bonus to get)
- Frontier governors only get 1 bonus fort level (from 2)
- Frontier governors defender advantage bonus halved to 3
- Frontier governors no longer slow hostile raids, nor do they suffer from less attrition when raiding themselves
- Naval and Frontier governors no longer have access to their duchy expansion CB, limiting the expansion CBs to counties only. (The UI says they still do, but it’s wrong)
- Lowest level of the Provincial War Declaration law removed; now by default only Frontier and Naval governors can declare external wars, other governor types can never
Adjustments to De Jures
- These become more impactful later, as it reduces the the Empire’s ability to, say, reclaim all of anatolia back from the Seljuks with one war.
- Starting in 867, the Bulgarian Empire is the de jure liege of the kingdoms of Bulgaria and Wallachia, intended to reflect the Bulgarian state that emerged in the 7th century, though Boris Balgarsko does not hold it. In 1066, the Byzantines had only a few decades prior reconquered it, and while by the game’s rules of de jure drift it probably should be reabsorbed in 1178, I decided to leave it be since historically, the Second Bulgarian Empire is only about 7 years away.
- Starting in 1066, the Empire of Transcaucasia is the de jure liege of the kingdoms of Armenia and Georgia. The "Empire" of Transcaucasia is obviously nothing, just a geograhpical description that takes those eastern regions out of the hands of the Byzantines
- Starting in 1178, the Empire of Rum is the de jure liege of the Kingdoms of Rum and Anatolia. The Kingdoms of Nicaea and Pontus I left with the Romans because of Empire of Nicaea and an Empire of Trebizond reasons.
- Starting in 1178, the Empire of Carpathia is the de jure liege of the kingdom of Croatia. Because of the personal union.
- "These are some very ugly de jures." I know. Sorry 🙁
Other Changes
- In 1066, the Seljuk Invasion of Armenia now also targets the duchies of sebasteia, edessa, cilicia, charsianon, and cappadocia in their entirety. It’s not quite the whole of the Anatolian peninsula but feels like a degree the AI can handle.
- In 1178, Todor Asen of the Men from the Mountains now has more special troops, somewhat better stats, the tier 5 martial education trait, a personality trait that doesn’t give him loads of stress if he takes the rebellion decision, and tier 3 of the peasant leader trait. He’s still lost every time I’ve tested it though, I’m kind of in awe.
