Description:

Removed infamy from the Transfer Money treaty article. It ain’t blood money, honest.
Also caps the increase to maneuver cost, keeping it at the good old 10. With 1.9.1 the minimum is 2.5, scaling with quantity.
With 1.9.3 reverse sways actually work (but sometimes the AI changes their mind about how much to value the sway between when you click the button and they decide, nothing I can do about that)
