[1.13] War Support Rework
A complete rework of how war support and war exhaustion are calculated.
This mod aims to fix a long-standing issue in Victoria 3: countries dropping out of wars immediately after the "short war" bonus expires. With this overhaul, wars will feel more dynamic, more decisive, and allies will become more reliable.
Reworks war exhaustion mechanics by introducing several new factors:
In vanilla, total losses from the start of the war constantly impacted war exhaustion. In WSR, losses are assessed month by month. This means you may suffer heavy losses early on and lose support, but if you recover and reduce casualties, your war support won’t keep plummeting.
Smaller countries now gain significant war support from having powerful allies – reflecting the fact that it’s essentially a major power conflict. Larger nations only gain bonuses from equal or higher-ranked allies.
– but only if you’re failing to capture war goals or enemy territory. Stalemates will grind down your support over time.
Several game defines were modified to better fit the new system.
Notably, occupation now has a much stronger impact – it’s the clearest sign that the war is going badly.
A set of 20+ custom events has been added to interact with the new war support mechanics:
– Mutiny chances at low war support
– Buffs and bonuses at high war support
All events are enabled by default and can be disabled in game rules.
The idea is that with this new balance, war support should rarely hit 0, but when it does, a country should feel significantly weaker compared to those with high support.
As political thought advances, anti-war and pro-war movements emerge from opposition IGs with the purpose of gaining influence. Experience the political strain of war, as enemies within become a greater danger than those on the frontlines.
– Unlocked by the Socialism technology.
– When War Support drops, opposition Interest Groups will attempt to become the voice of either the pro-war or anti-war movement to gain influence.
– Close opposition (with law approval between 0 and -3) will try to become the voice of the Hawks.
– Far opposition (with law approval less than -3) will try to become the voice of the Doves.
– 3 main phases, ranging from simple demonstrations to ultimatums and mass rallies.
– Disabled by default. Enable it in game rules!
Unlock immersive war letter events – dynamically structured messages from soldiers on the front lines.
– These letters reflect your country’s war support level, mobilization options and techonlogies.
– Custom UI made by Bahmut with handwritten and standard font options.
– Frequency is tied to population literacy and adjustable via game rules
– Disabled by default. Enable it in game rules!
In my experience, wars now feel longer, more serious, and more meaningful.
Because of that, I highly recommend playing with default AI aggression settings for the best balance.
This mod is compatible with everything that does not modify the core war exhaustion calculation.
Works perfectly with Better Politics Mod, Morgenrote and KAI
Waddle War Rework should be compatible too (my war exhaustion calculation + everything else added by Waddle)
English and Russian are included by default.

Huge thanks to CaesarVincens, CaelReader, 1230james, Bahmut, and everyone from the Victoria 3 Modding Discord for answering my dumb questions about scripting.
Also, special credit to Ultra Historical Warfare – whose military balance served as the foundation I built from.
