Dragon Balls and a lot of other things
Adds the Dragon Balls from popular manga and anime "Dragon Ball" by Akira Toriyama. Creates a Dragon Ball for a random ruler each year until there are seven in the world. If you have enough learning you can create a Dragon radar that will help to know where they are.The idea is that you could be an adventurer and travel the world getting the balls. The radar should help if you are landed, if even then they are too far away, you should join the TPO and buy more radars.
Adds some artifacts related to the emperor of the universe and a couple of events for joining his organization.
If you are a landed ruler: every five years there is a 50% chance that you are offered the oportunity to join the Planet Trade Organization. When you have the moddifer you will get a couple of decisions.
This only works for players.
Also Demon King Piccolo can appear, and added the namekian trait and decisions for namekians. You can use game rules to decide if and how the shadow dragons can spawn, they also can be created by a evil namekian with the dragon balls.
I also added a decisions to learn from Roshi, Korin and a Kai. there are simplified decisions for adventurers. They give a couple of artifacts and modifiers.
Added traits, events and decisions for Saiyans. Including a Saiyan Invasion event that spawns a Saiyan Royalty and 15 of their subordinates to invade the world.
For now only one Frost Demons will spawn and only in the Frieza invasion event, if he dies then the decisons for alien vassals are disabled until a player revives him.
If Frieza invasion is disabled then the events will act as normal.
The Red Ribbon army can appear as a weak ruler. if you use the game rules to allow them to create Cell, be careful.

I am not a writer and english in not my first language, so if you would like to correct me, add or change something, just tell me.
I didn’t touch any vanilla files, so it should be compatible with everything.
I apreciate any help with balancing, sometimes i write some code, make sure it works, then jump to the next thing and forget to actually see how it feels in gameplay.
