[1.11] Demilitarise Treaty Article
this is JUST the demilitarise article taken from my war rework mod (you can use with the waddle war rework, but it already has it in it):

Demilitarize Article:
- can be used on enemy major powers and above
- cuts the target’s army by two thirds
- bans the use of conscription centers
- limits max barracks and naval base size
- if you have a rivalry its 50% off
- the modifiers in the war screen are VISUALLY the wrong way (idk its vanilla fault)
