Exploration Fix
Fixes the ‘No Locations available to start constructing the exploration’ condition, and allows exploring if area is within naval range of a coastal location or through neighboring land provinces.
I also made a version that uses "as-the-crow-flies" distance instead of naval range here: https://steamcommunity.com/sharedfiles/filedetails/?id=3609840998
