Features:
The AI now requires a Tax Base of 1000 or more to start colonizing. This prevents minor powers (like the Papal States) from establishing unrealistic colonies.
Colonial Nations are now restricted to colonizing only within the region where their capital is located.(reducing border gore)

However, this does not prevent the colonization of Africa, as it does not influence the choice of where the AI colonizes.

Exceptions: The following historical colonizers are exempt from these restrictions and will behave as normal
Castile
Portugal
Spain
Sweden
Denmark
Courland
England
Great Britain
France
Netherlands
Russia
