No Treasury – Balanced

Removed the treasury system from administrative, celestial and merit governments etc.
Replaced all treasury costs with gold.
Balance:
-Further lowered tax rate of governors, raising tax to merit rate to compensate. Emperor in the picture has ~50 monthly income instead, while governors have ~10. The tax rates are now the same as pre-1.17
-Restored tax rate bonuses for administrative crown authorities
-Removed some army maintenance and mercenary hire cost penalties
-Added income for Ministry council members.
