In traditional Chinese culture, growing a beard was a symbol of filial piety and dignity for adult men.
In CK3, "no beard" chance is applied generically to characters. As a result, a large number of adult males of Han culture are generated with no beard. In that era, typically only Eunuchs or minors would be without beards.
