Description:

Fort maintenance cost increased to 10x, cannot be built in rural areas.
Forts now reduce manpower gain, except for the capital fort.
After testing, this mod effectively limits the number of forts AI countries can maintain and forces them to only keep forts in the most strategically defensible positions.

Compatibility:
After the update, this mod will be better compatible with other mods.
