Road bonuses are designed to partially offset terrain penalties.
Conditions for building canals: the current location must have a river, and adjacent locations must have a River Port City/Canal City/Canalized Canal/Artificial Canal.
This mod does not consider balance; building effects are extremely powerful.
AI cannot use any buildings from this mod.
