Slows institution spread outside of Europe via techs (who would’ve thought) making Europe (hypothetically) more advanced.
Compatibility
Modifies advancements files so prolly not compatible with mods; malus is religion based, so if a mod changes the geographic layout of religions, you’re unlikely to see the intended spread, otherwise it’ll be compatible with other mods.
Numbers
The numbers look pretty big, but due to paradox math, it’s not as big of a debuff as it looks. Also keep in mind modifiers like roads (+10%), Ports (+10%), Development (+1/5*x%) and libraries (+25%) exist so it’s not difficult for the base spread to reach -50%
W. Europe: -115%+115%+20%=+20% age 1 institution spread
E. Europe: -115%+95%+20%=+0% age 1 institution spread
N. Africa: -115%+25%+20%=-70% age 1 institution spread
Middle East: -115%+55%+20%=-40% age 1 institution spread
India: -115%+5%+20%=-90% age 1 institution spread
Japan: -115%+115%+20%=+20% age 1 institution spread
Manchuria: -115%+115%+20%=+20% age 1 institution spread (solely to watch the Ming burn)
Korea: -115%+45%+20%=-50% age 1 institution spread
Americas & Australia: -115%+115%+20%=+20% age 1 institution spread
Base: -115%+20%=-95% age 1 institution spread
Overall these represent about a ~75 year tech lag in the first age and growing smaller every age
I also recommend a mod that makes resources more historical instead of Europe just has everything simulator
