Diwan Government Mod
The Diwan Government is a unique government system that integrates and strengthens the mechanics of both Administrative and Clan governments. This government is exclusively available to rulers who follow the Islamic faith or possess Iranian/Arabic heritage.

Diwan Government Overview
The Diwan Government is built upon Administrative mechanics and grants access to Administrative decisions. While it utilizes the same Estate system, the noble family rank starts at the Count level rather than Duke. Unlike standard Administrative governments, the Diwan system offers distinct military advantages.

Tax Jurisdictions & Diwan Laws
Unlike Clan governments, which are limited to 12 Tax Collectors, the Diwan Government expands its capacity as the Crown Authority increases. Each level of Crown Law adds +6 vassals to a tax slot. Top-level liege lords can stack tax decree modifiers to boost efficiency by hundreds of percent. Additionally, the Diwan Government has access to 4 unique Tax Decrees unavailable to standard Clan systems.

Diwan Titles & Nomenclature
Titles in a Diwan Government dynamically change based on independence, hereditary status, and cultural heritage.

Independent Rulers: Titled as ‘Sultan’ or ‘Shah’ (Iranian heritage).

Governors (Kingdom-tier under Empire/Hegemon): Titled as ‘Mufawwad’ or ‘Ostandar’ (Iranian heritage).

Realm Names: Dynamically change to Sultanate/Shahi or Iqlim/Ostan.

Game Rules & Integration
Automatic Conversion: If historical Islamic administrative realms exist, they will automatically convert to Diwan Government upon game start.

Cultural Lock: Prevents Islamic, Iranian, and Arabic rulers from switching to standard Administrative government, replacing the decision with ‘Convert to Diwan’.

Expanded Reach: Through game rules, the Diwan Government can be applied to broad regions that do not natively support Administrative mechanics.

Covenant Succession
A unique succession law available only to top-level lieges. It applies penalties or bonuses to candidates based on Diwan laws. If the Muslim Enhancements (ME) mod is active, ME-specific traits will also be factored into the score calculation.

Unique Court Positions
Four new court positions based on historical Middle Eastern offices have been added:

Shahna: Replaces the Administrative Eparch; responsible for the security and order of the capital.

Hajib: The monarch’s secretary and palace chamberlain. Supports court schemes and increases vassal opinion through various tasks.

Muhtasib: A religious inquisitor who punishes those straying from the path. Ideal for absolute monarchs to gain Dread and reduce Tyranny.

Katib: The backbone of Diwan administration. Available from Count-tier governors with landed estates. More Katibs are unlocked as rank increases, providing various stat bonuses to the liege.
