Description:

Hordes, Leagues and Confederations is a major expansion of the Grand Campaign in Rome II.
The game stays very close to the vanilla aspects of the game but adds features that round out certain gaps.
Many of the new features are my own, while others are the work of great contributors to steam workshop.

HLaC turns 7 minor factions (Etruscans, Nori, Rhodos, Masaesyli, Garamantia, Meroe and Saba) that had units which couldn’t be recruited by any of the major factions into major playable ones. It also makes another minor faction (Persia) playable with all of its historic and cultural units (Persian Cavalry, Elite Persian Archers, Persian Hoplites). Far from just making the new 8 just playable, they now have slightly expanded rosters, civil wars, dillemas and a fully filled out political system.

Etruscan League new units: thorax swordsmen, greek tarantine cavalry, hippeus lancers
Garamantia new units: libyan hoplites, libyan javelinmen, african elephant, african war elephant
Masaesyli new units: libyan hoplites, libyan javelinmen, libyan peltast, late libyan hoplite
Meroe new units: egyptian pikemen, nubian bowmen, nubian spearmen, african elephants, african war elephants
Nori new units: celtic bowmen, celtic warriors
Rhodos new units: greek skirmish cav, thorax swordsmen, royal thorax swordsmen
Persia new units: persian cavalry, persian hoplites, persian light archers, scythed chariots, indian armoured elephants
Saba new units: eas_horse_skirm, eas_hillmen, eas_Garrison_spear, eas_persian_light_archers

HLaC also introduces two Super factions consisting of Rome and Carthage. Each faction now only has one playable faction (Julii and Barcid, respectively). Where this is great is that the Julii have combined benefits of all three vanilla Roman factions. Same goes for the Barcid. You’ll still have three factions to play against in the political mini-game, but now you get all of Rome or Carthage’s power in one faction.

The mod also incorporates features from my earlier projects that open up more gameplay options for the player.
All factions can recruit auxiliaries, use all forms of diplomacy and settle new territories however they want.
All appropriate editcs are available to all factions. There is an expanded Imperium, so you can now have a maximum of 15 fleets, 20 edicts and 30 armies. Pontus and Egypt are now Greek Subculture. All Arab factions are now Eastern Subculture. The neglected Desert Nomad factions (with the exception of Saba which is now Eastern) are now named Saharan. They have unique desert nomad capitals/temples and use the nomad cursus honorum.
They also now get the dilemmas, incidents and missions of the eastern factions.

Clock is now 4 tpy

Major income bonus is 2000 and minor income bonus 1000. Hidden capital gdp based on starting capital’s max slots x 200 (Rome has 5 possible slots, so the Roman hidden gdp is 1000). Starting treasury is based on the number of starting regions x 2000 (Rome has 4 regions at the start, so Roman starting treasury is 8000)

Political influence directly affects army movement points, diplomacy, corruption, army upkeep, how quickly you can build in your settlement. You can easily manuever the political game via promotions by reaching high levels and keeping your general off the battlefield to rack up influence. Civil Wars are now avoidable and can happen for all factions including the 8 newly playable ones.
