Realistic Levy size for Steppe Hordes and Tribes
## Introduction
Every country currently has a uniform 2% satisfied population as levy, which is neither realistic nor balanced. 3 simple changes are implemented in this mod to provide a more realistic simulation for the levy mechanism of steppe hordes and tribes.
1. Add permanent +700% tribes_estate_levy_size to government_type "steppe_horde"
2. Add permanent +400% tribes_estate_levy_size to government_type "tribe."
3. Add permanent +200% tribes_estate_levy_size to government_reform "legacy_of_genghis"
So, the steppe horde is now having a levy rate of 16% of the tribe pop size and up to 20% for the Mongol hordes which has legacy of Genghis Khan. And the tribes is now having a levy rate of 10% of the tribe pop size.
To simulate a less organized tribal army, discipline penalties are applied to steppe hordes and tribes: -15% discipline for hordes, -10% discipline for tribes, and a +15% discipline for the government_reform "legacy_of_genghis", allowing the successors of Genghis Khan to maintain normal discipline.

## Explanation

The ratio of warriors to the general population in nomadic societies was 1:5, and sometimes even 1:4. Based on this, it would be historically accurate to increase the levy rate to 16% (1:5.25) for the steppe horde. Additionally, a boost of +200% tribes_estate_levy_size to legacy_of_genghis could further raise the levy rate to 20% (1:4) for the (now less) terrifying Mongol steppe hordes. This could also better simulate the long-term conflict between Mongol steppe hordes and the Middle Kingdom.
For tribal societies, unfortunately I have not found literature that directly discusses levy or mobilization rates. However, the discussion above on nomadic societies can partially apply to non-nomadic tribal societies as well. Historical records suggest that the Jurchen tribes played a decisive role in the collapse of three powerful empires, each of which was able to field armies numbering in the hundreds of thousands. According to Chinese historical sources, the military forces of the Jurchen tribes themselves were typically on the order of several tens of thousands, while their total population was likely in the range of a few hundred thousand. Thus, 10% mobilization rate would be an admittedly imprecise but practical estimate for tribes. If you are aware of alternative approaches or literature that directly addresses the mobilization capacity of tribal societies, I would greatly appreciate your suggestions.
