A Small Mod that Reduces Size and Increases Maintenance for Levies
locations in general will yield less levies but low control locations are penalized more severely
– small nations are penalized less than large ones as locations with low control have a higher drop-off to potential levies than high control locations; thus, vast empires with swathes of low control land will yield much less levies than in vanilla
– No longer will you see France, Bohemia & Hungary with ~400k men of potential levies in the early 17th century
waging war is now more expensive as levies are no longer free
– this makes wars more painful to extend for long periods of time and hopefully force earlier peace treaties rather than waiting until one side reaches total victory of 100 war score in nearly every conflict
