Local Governors from Land Value
In 1.1 pushing naval values gives you access to 2 extra naval governors through reforms, land gives you nothing, this mod fixes that.
Adds land-focused government reforms that grant local governors and other inland benefits to mirror existing naval reforms. The pictures show them side by side for comparison. Both reforms require 50 land value and become available at the same time as the matching naval reform.
