After some gameplay on 1.2.1 , I’ve noticed serious changes to assimilating overlord culture by subjects. Paradox really doesn’t like vassal meta on 1.1.0. Changes have gone beyond rationally, in my opinion, they are kind of weird, to say the least. I’m quite sure Paradox will come back from that point.
BE AWARE: Paradox more likely will make more changes in the future to asimilating mechenic; don’t use this mod for any version of the game other than 1.2.1.

Numerous variables needed to be changed to recover the overlord’s ability to promote their culture to their subjects.

Changes in this mod:
– Removed the 10-year cooldown for Enforce Culture / Enforce Religion diplomacy /subject actions.
– Removed the 10-year restriction on using Enforce Culture / Enforce Religion since releasing / acquiring a subject.
– Decreased subject debuff for assimilating culture/ converting religion from 50% to 1%.
– Decreased debuff for assimilating culture on locations where the majority of the population has accepted culture from 75% to 5%.
– Decreased debuff for assimilating culture on locations where the majority of the population has tolerated culture from 25% to 2%.
– Develop province Cabinet action can be used by subject back again (prohibited by AI in vanilla game atm).
– Annex base cost was lowered form 200 to 50 (as before 1.2.0 patch). Without this having one-province subjects would never be good option. Keep in mind that there is debuff for multiple subject annexing, which is at the moment (since 1.2.0) uncapped and sadly cannot be capped (it’s hardocoded).
Old features of this mod:
– Enforce culture diplomacy /subject action blocks from changing primary culture by subject for 50 years (10 atm in vanilla game atm). It apply to subject, not to overlord. It;s diffrent value than Enforce culture colddown.
– Enforce religion diplomacy /subject actions blocks from changing primary religion by subject for 50 years (10 atm in vanilla game atm). It apply to subject, not to overlord. It;s diffrent value than Enforce religion colddown.
– Seize territory (locations) make seized location integrated, not conquered, as before 1.0.10 patch (you don;t need to integrat it after).

The main change at the assimilating mechanic in this patch made by Paradox was changing how Enforce Culture works. Previously, when you enforced culture on a subject, their primary culture dropped to discriminated culture. At the moment, it drops to accepted culture, which has a huge debuff on assimilating culture for locations where the majority pops has accepted culture. I can’t find this code/ script anywhere in the files (hardcoded?), and therefore I changed the impact of accepted and tolerated culture in locations on assimilating culture (unfortunettly it applied for all countires not only to subjects).

I need some time in the game to check if these values are too high or too low and to adjust it to reasonable values.

Updated for 1.4.1 Fate of the Phoenics patch

– Removed colddown on enforce culture and enforce religion Diplomacy / Subject actions.
It just don’t make any sense. You are realising vassal and you cannot set or enforce your religion/culture on his court .
Colddown should only apply for subject transferd via peace deal for the time of truce.
There are other mehanics wich could be used be Paradox to balance enforcing culture by vassals.
If you don’t like this change make your notes when you are releasing vassals and use it to check when you can enforce religion/culture.

Other features in this mod:
– seizing territory (locations) make it integrated, not conquered, as before 1.0.10 patch
– "enforcing culture" blocks from changing culture by subject for 50 years (10 atm in vanilla game atm)
– "enforcing religion" blocks from changing religion by subject for 50 years (10 atm in vanilla game atm)

This mod is overriding the above actions (not creating new ones). Because these actions can be used either by the player or by AI (with exception to seizing territory action which is prohibited to AI in vanilla game as well), this mod affects game balance.

It’s save game compatible. However, if you continue a game started on earlier version, you might encounter problems caused by changes in the game engine – not by this mod. This mod changes a few lines in three files and shouldn’t make any issues.
