LUA: By Shovel and Iron –
Gain a free Builder upon the completion of an Industrial Zone. Industrial zones and all their buildings grant additional amenities. Gain access to the Cosmodrome Unique District.

LUD: Cosmodrome –
Replaces the Spaceport. Gains large production adjacencies from Industrial Zones and Encampments, and large science adjacencies from Naukograds and Campuses. Space race projects can be rushed in the Cosmodrome.

Agenda: We Will Bury You –
Likes people with the same government type as him. Hates those with backwards governments if they are different from his own. Despises those who conduct espionage activities.
