Unbound Empires
Unbound Empires is a straightforward sandbox mod that completely removes the mid-game administrative brick wall. It gives your country a flat ten thousand governing capacity on day one and reduces coring costs by seventy five percent, letting you paint the map without suffering massive penalties. Since it uses a custom player-only modifier rather than editing base game files, the AI cannot use it to ruin your save and it remains perfectly compatible with almost any other mod you run.
