[1.13.7 Compatibility Update]
This mod is designed to prevent AI countries from wasting their budgets and falling into bankruptcy due to overinvesting in construction sectors and barracks.
The Purpose of This Mod
Since the 1.13 update, vanilla AI countries have suffered from skyrocketing expenses, making it practically impossible for them to manage their economies stably into the 20th century. To resolve this issue, I have conducted continuous testing since previous versions and have been uploading solutions one by one to my mod collection.
This mod is specifically designed to address the flaws of version 1.13 while ensuring stable competition. It enforces highly stable and conservative fiscal policies so that AI nations—especially Major and Great Powers—can avoid falling into bankruptcy cascades.
In addition, the pace of military buildup has been scaled back to prioritize this economic stabilization. Therefore, I highly recommend this mod to players who prefer domestic development and economy-building over constant warfare.
Compatibility & Testing Environment
This mod has been thoroughly tested and verified using only the following mods (with no other mods active):

Note: The 00_default_strategy and AI define files in this mod are non-replace files (they overwrite vanilla files completely). Therefore, it may be incompatible with certain mods that alter the same files.
1. Reworked Construction Sector Expansion Mechanics
Population-Based Scaling Adjustments: Increased the population threshold for construction sector investment by nearly 1.5x, significantly reducing the issue where the AI blindly spams construction sectors simply due to having a high population.
Revenue-Based Scaling Adjustments: Increased the weekly revenue threshold for construction sector investment by nearly 2x.
Developer Note: In Vanilla Victoria 3, the AI tends to recklessly expand construction sectors based purely on high gross income, completely ignoring actual net weekly balances. This adjustment forces the AI to be much more cautious and calculated with its investments.
Trimming Unnecessary Modifiers: Removed or heavily reduced hardcoded construction buffs given to populous nations, Great Powers, Major Powers, and those triggered by specific Journal Entries or National Strategies to curb excessive construction capacity.
Boosted Private Investment Spurt: Conversely, reduced the investment pool income divisor by half. Countries with rapidly growing investment pools will now build more construction sectors, allowing capitalists to steadily roll the economic snowball even when government construction is on pause.
2. AI Define Tweaks
Crisis Budget Management: The AI will actively avoid expanding buildings when facing a severe economic crisis.
Aggressive Debt Control: If gold reserves fall into the negative (debt), the AI will pause construction much faster and leverage higher taxes to stabilize the budget. Construction will only resume once the accumulated debt is fully cleared.
Balanced Infrastructure Expansion: The AI will be less aggressive about building Universities and Government Administrations. (Note: The maximum caps for these buildings remain unchanged).
Market-Driven Resource Prioritization: The AI will invest much more aggressively in raw materials, construction goods, and military supplies to fuel industrial growth.
Miscellaneous Optimizations: Various minor AI decision-making adjustments have been implemented.
3. Political Reforms
Accelerated Law Enactment: Lowered the AI’s minimum required law enactment success chance from 50% to 25%, encouraging the AI to push through political reforms and modernization much faster.
[Highly Recommended to Use Together]
This mod is highly recommended to be used alongside the main mod. It dramatically increases the AI’s weight and priority for constructing raw materials, resource factories, steel mills, and paper mills, while simultaneously lowering its preference for plantations and redundant railways. This strategic adjustment guides the AI to optimize its construction queue with maximum economic efficiency.
