More Unique Bureaucracies

Description:

Adds unique bureaucracies to some larger countries where I thought it would make sense for them to have a more complex administrative system.

I purposefully avoided nations that have bureaucracies added by the National Destinies mod or countries that have relatively easy formable (which adds bureaucracies).
Here is a mod that lets you use the bureaucracies at game start:
National Destinies – Bureaucracies Unlocked

Right now all the nations have access to them automatically (by an Age 1 research)
but I will replace this with an event for some of them later.

I tried to make them balanced but if you have a strong opinion on the balance, feel free to tell me.
