Description:

Add 2 stats for people to adjust the cooldown time in melee and ranged combat.
The result cooldown time will be [base weapon colldown] * [colldown factor] while you equip the weapon.
The melee cooldown factor depends on manipulation capacity and melee skill.
The ranged cooldown factor depends on manipulation capacity and shooting skill.

给小人添加了两个人物属性，用来调整近战和远程的冷却（后摇）。
近战冷却系数取决于操作能力和格斗等级。最小值25%。
远程冷却系数取决于操作能力和射击等级。最小值50%。
