Makes psycasts actually strong enough to maintain a galactic empire.

Effects (Where applicable) are scaled by 2x, while costs are scaled 1.5x
With new 1.2 psycasts, some effects just CAN’T be scaled, so their costs have been slightly reduced to balance them with the more powerful casts.

For all relevant psycasts, casting time and range have been buffed.
