After a bit of a hiatus, I’d like to (re)introduce Historical Balancer to the EU4 Workshop.

This mod is a gameplay and overhaul mod that adds multiple cool new mechanics to the game and revamps other key ones. The aim of this mod is twofold: first to expand upon the gameplay of EU4 without overcomplicating it, and second to provide an (optional) historically accurate experience for the player, for those who liked that aspect about EU2.

Major features include the following:

1) A dynamic Development system, development can now increase, decrease, and move between provinces automatically, influenced by numerous factors such as Devastation, Local Development Cost, Terrain, and more. 2) Complete rework of Institutions, on top of changing the rate and mechanism of spread, each Institution now has a unique Disaster that a country must overcome in order to embrace it.

3) A dynamic, fully interactive mechanism to represent the African Slave Trade in its entirety. Slaves are captured through war, raiding or diplomacy, transported to the New World, where they increase the local Development and Goods Produced, with a chance to change the province culture to one of many new African diaspora cultures, with the potential for Slave Rebellions in the colonies. 4) New Global Trade Routes such as the Silk Road, Triangle Trade, Cape Route to India, and more! These are represented by triggered modifiers and controlling these routes provide bonuses and beneficial events, as well as being important for ticking up the Global Trade institution. For the Silk Road there are also events to model its decline as well.

5) Rebalancing of large portions of the game such as Warfare, Trade, Diplomacy, and AI, to fix many of the gameplay and balancing issues in vanilla. Removal of annoying mechanics such as Territory Corruption, End-Game tags, and Religious Conversion Cost.

6) Hundreds of new events and decisions representing major historical wars and events such as the Khmelnytsy Uprising, the Ottoman subjugation of the Mamluks, and more!

Compatibility:
This mod is compatible with pretty much any Graphics or Music mod, as well as any mod that only adds new stuff without changing existing game features.

It is supposed to be compatible with Missions Expanded and Governments Expanded. If you experience crashing while using those mods with this one, try playing without those mods and let me know if it makes a difference. If that is the case for enough people, I may create a compatibility version of those mods for this one.

Unfortunately, this mod does not seem to work in multiplayer, as it causes repeated desyncs after a few years.
