Colonial Freedom 1.31

This is a very small mod which focuses on making colonial revolutions much more common in the late game.
What it does:
- Increases a colony’s liberty desire per development point. No longer will a small nation like Portugal be able to hold a huge and densely populated colony like Brazil in the 1750-1800s unless it actively tries to through modifiers and ideas.
- Changes one of the objectives from the Age of Revolutions which used to grant -33% colonial liberty desire per development. It now grants -15%.
This mod is not compatible with overhaul mods and in general any mod which changes subject interactions and/or age modifiers.
