Description:

Changed High Lore Magic Tempest (and von carstein Storm of the Night)
able to target on the ground now, like other vortex magic
mana cost increased to 20, overcast 28
and now vortex attract enemy

compatible with any other mods, update, patch
but not SFO because they touch same thing

this is added to my other two mod
