I inspired it from Recruit any Lords by Hamen
Sadly I couldn’t find recruit heroes mod so I made it.
I hope it works fine

There are seven factions can recruit heroes
Major faction 6 , mionor faction (Citadel of dusk)

You can recruit them from embassy
