DIPLOMATIC QUARTER EXPANDED ULTIMATE!

A complete and comprehensive overhaul of the Diplomatic Quarter District introduced in the Ethiopia Pack of the New Frontier Pass. Features new projects, new buildings with 3D art, new policies and full Civilopedia entries.

REQUIRES RISE AND FALL, GATHERING STORM, AND (obviously) THE ETHIOPIA PACK.

Vikings Scenario Pack, Maya and Gran Colombia pack, and Babylon Pack are not required, but the improvements added by the included City-States ARE supported.

DIPLOMATIC QUARTER DISTRICT

A District specializing in diplomacy. +1 Envoy if built next to the city center. Grants a standard adjacency bonus to all Districts, and varying adjacency bonuses to Improvements granted by City-States.

BUILDINGS

TIER 1

Consulate – Reworked: +1 Influence Point per turn. Enemy Spy’s level is reduced by 1 when targeting this District or adjacent Districts. Spies trained in this city receive the Smear Campaign promotion (Fabricate Scandal as if 2 levels more experienced). Receive +1 Spy capacity when constructing this building for the first time.

Ballroom – +1 Influence Point per turn. +1 Culture per every City-State you are Suzerain of. Receive +2 Envoys when constructing this building for the first time.

Rationing Site – +2 Loyalty. +1 Gold and +1 Influence Point per level of established Governor. Receive +1 Governor title when constructing this building for the first time.

TIER 2

Chancery – Reworked: +1 Influence Point per turn. Enemy Spy’s level is reduced by 1 when targeting this District or adjacent Districts. Spy operations take 25% less time for Spies trained in this city.

Political Asylum – +1 Influence Point per turn. +4 Loyalty. +1 Gold, +1 Production, and +1 Diplomatic Favor per level of established Governor. +3 Combat Strength to units fighting within this city’s borders.

Diplomatic Mission – +1 Influence Point per turn. Receive +2 Food and +1 Culture for every Trade Route to City-States you are Suzerain of. This effect stacks for every Diplomatic Mission that is in your empire. Other Civilizations’ Trade Routes to this city provide +1 Culture and +2 Gold for them. +2 Culture and +4 Gold for every Trade Route to this city.

TIER 3

When Suzerain of a City-State, any city with a tier 3 Diplomatic Quarter building will receive a +5% bonus to the yield provided by that City-State. This stacks to a maximum of 20% per yield.

Foreign Affairs Office – +3 Influence Points per turn, and +3 Diplomatic Favor per turn. These bonuses double in Cities with a World Wonder. Enables the World Expo Project.

Constabulary – +2 Influence Points per turn. +6 Loyalty. +2 Gold and +1 Production, +1 Influence Point, and +1 Diplomatic Favor per level of established Governor. +4 Combat Strength to units fighting within this city”s borders. Enables the Crackdown Project.

Agency Headquarters – +2 Influence Points per turn. Enemy Spy’s level is reduced by 1 when targeting this District or adjacent Districts. Spies trained in this city receive the Disguise promotion (takes no time to establish in a city). Enables the Covert Ops Project.

PROJECTS

World Expo – District-based Project unlocked by the Foreign Affairs Office. Provides Gold, Culture, Faith, Science, and Amenities every turn. Once finished, provides a small amount of Great Person Points for Great Engineers, Great Merchants, Great Writers, Great Artists, Great Musicians, and Great Scientists, and +1 Trade Route capacity.

Crackdown – District-based Project unlocked by the Constabulary. Provides Gold and increases Loyalty and Loyalty pressure while active, but reduces Amenities by 2. Once finished, maximizes Loyalty and grants +1 Governor Title.

Covert Ops – District-based Project unlocked by the Agency Headquarters. Provides Gold and Science while active. Once finished, grants +1 Spy and Spy capacity.

Improvements granted by City-States receive various adjacency bonuses from the Diplomatic Quarter. These change and increase as you advance through the tech and civic trees.

Colossal Heads (La Venta) – +4 Faith, +4 Culture (REQUIRES CIVIL SERVICE)

Moai (Rapa Nui) – +3 Culture, +3 Faith, +3 Culture (REQUIRES HUMANISM), +3 Faith (REQUIRES THE ENLIGHTENMENT)

Cahokia Mounds (Cahokia) – +4 Gold, +4 Food (REQUIRES SANITATION)

Batey (Caguana) – +4 Culture, +3 Production (REQUIRES COLONIALISM)

Alcazar (Granada) – +3 Culture, +3 Production, +2 Culture (REQUIRES FEUDALISM), +2 Production (REQUIRES CASTLES)

Monastery (Armagh) – +5 Faith, +3 Culture, +4 Food (REQUIRES REFORMED CHURCH)

Mahavihara (Nalanda) – +3 Science, +4 Faith, +2 Science (REQUIRES NATURAL HISTORY)

Trading Dome (Samarkand) – +3 Gold, +4 Gold (REQUIRES BANKING), +4 Culture (REQUIRES MERCANTILISM)

Nuraghe (Su Nuraxi) – +3 Culture, +4 Gold, +3 Production (REQUIRES SIEGE TACTICS)
