EpsTweak for World Congress
EpsTweak is a series of small mods that tweak the balance of Civ 6. Rather than put all of them into one hefty package, I’ve split them into small fragments to allow you to make your own custom rulesets.
Gathering Storm’s World Congress is… okay when the right resolutions pop up. And underwhelming otherwise. So let’s fix that.
This mod makes the following alterations to it:
* Six resolutions are removed because they are either highly situational, or wholy unimpactful:
Luxury Policy, Deforestation Treaty, Public Works Program, Border Control Treaty, Public Relations, and Heritage Organization.
* Resolutions have their era ranges altered so that they appear when they can have the most impact:
Mercanary Companies – Classical to Medieval Era
Urban Development – Classical to Medieval Era
Trade Policy – Classical to Rennaisance Era
World Religion – Medieval to Rennaisance Era
Patronage – Medieval to Rennaisance Era
Migration Treaty – Medieval to Industrial Era
Sovereignty – Rennaisance to Industrial Era
Military Advisory – Rennaisance to Industrial Era
Global Energy Treaty – Industrial to Modern Era
Espionage Pact – Industrial to Modern Era
World Ideology – Modern Era and onwards
* Option B of World Religion is changed from enabling condemning to "-5 Strength (Combat and Religious) on all units of this Religion."
* Starting with the Atomic Era, World Ideology and Arms Control show up in every session. (Along with Diplomatic Victory)
* Arms Control has both of its effects changed:
Option A: "The target player gains +3 Uranium per turn until the next World Congress."
Oprion B: "The target player loses all of their Nuclear Weapons. Nuclear Non-Proliferation is enacted: All players are barred from making new Nuclear Weapons until the next World Congress."
