Characteristics: Lovesickness
The metropolis you create yourself will maintain 100% loyalty, an additional +1 population, but the population growth rate is reduced by 33%. No war aversion in your territory.
Destroying enemy troops has a chance of converting them to null.
All policy slots are converted to one wildcard slot each.
When starting a turn as a city-state suzerain, +100% diplomatic support per turn.

Characteristic units
Empty: White Queen’s special unit, replacing the builder. Needs to consume "Spirit Power" to produce. Has an extra number of builds.

Special items.

After developing "Flight", you will get tourism performance from your faith value. Only one city can be built per city, not on a hill, and not next to another mound.

Lovesickness: Cities within 9 cells belonging to you gain +4 loyalty to your civilization every turn; cities that do not belong to you lose 2 loyalty points every turn.

Politician: The Queen of White features an Administrator. Unlocks Empty stronghold construction and fortification, and provides enhancements related to urban output.

Sword of the Ethereal Girl I: Allows Empty Nothing to set up Empty Nothing graveyards that can be built in player-owned and neutral territories. The Queen of White and the three cadres can retreat to a stronghold when they are killed.
Aquarian Bullet II: The technology and culture values produced by this city are increased by 15%. +1 Technology and Culture income per turn for each citizen in the city.
Sword of the Ethereal Girl II: Units located in cell range 1 of the Empty Graveyard can now be airlifted to any other cell near one of the strongholds.
